Just mailed in my ballot for the mid-term elections, and barely noticed the poorly-disclosed warning that I need to affix more postage on the envelope this year. This is due to the length of the ballot (what with a slew of initiatives on the ballot). My immediate reaction was that many voters will not see this warning, and will therefore find their ballots undelivered – and unrecorded. Saw an article in the NY Times today indicating that thousands of such ballots are being held in post offices around the country due to insufficient postage.
This is clearly a penny-wise, pound-foolish error commited by election commissions. Free postage will likely cost far less than the inevitable litigation costs as perhaps tens of thousands of voters are disenfranchised for want of a stamp.
